The question then becomes, how did this 514 number become connected to Mr. Leshin, and has Mr. Leshin taken over the "business" from which his client Mr. Mueller has been permanently restrained.
It is very likely that Attorney Leshin has nothing more to do with this subject other than being the attorney hired to take care of the "Incorporation" of the company which would then list him as "Agent". Nothing more. Any time you see a name followed by "ESQ" (an old english tradition meaning "Land Owner"), it is generally an attorney. An attorney listed as Agent to a corporation usually has nothing more to do with it than being hired to file the papers.

You are all wrong. The number is from a secret government agency that is tracking our movements. You are one of the many selected to be watched as they are conducting a new world order experiment. I suggest burning your social security cars/misc. identification and hiding in the mountains. Thank you and goodnight. cantgetright151@hotmail.com

Tn is getting these calls regularly too. Solution...besides the obvious...don't sign up for ANYTHING on the internet...tell your kids! However, on the other hand...what about signing up your ex and his new spouse? or you spouse's ex! HA! Had a call today from the "Quebec" ID, and THREE CALLS FROM MCI, ONE RIGHT AFTER THE OTHER...I finally told the chic..YOU HAVE THE WRONG NUMBER!!! I AM NOT INTERESTED AND SINCE YOU OBVIOUSLY WON'T REMOVE MY NUMBER FROM YOUR CALLING LIST, WHY DON'T YOU TRY GETTING A REAL JOB FLIPPING BURGERS AT MCDONALDS AND LEAVE PEOPLE WHO HATE YOU ALONE! AND I hung up...feeling VERY GOOD...and they have not called back yet...today.

Wow, I definitely wasn't aware that this was that big of a deal. We only mildly receive calls from this phone number regarding debt consolidation. Nonetheless, it is quite annoying to receive calls from these people. Mostly they call when we aren't at home so it isn't a huge nuisance to us, however, I will keep my eyes posted and save any messages that they record on our machine. Thanks for the insight!

I got 20 calls from these guys at my house. They're hocking everything from silverware to cruises. DirectTV uses them and so does the Dish Network. Lately DSS wants me to sign up and so does some home fitness company.
I'm on the Do Not Call lists and have blocked this number without success.
I contacted the FCC about the citation in this blog but its wrong. They say they issued it in error. When I looked it up on the FCC site it wasn't there so whatever you said about some lawyer in Florida is just wrong.
I've complained to my phone company too and they can't stop these people. Its a canuck phone number, out of the jurisdiction of the US DNC list. Guess those Canadians are pretty happy paying extra to call over the border.

I have spoken to a Express Consolidated Rep and I have a very similar number in Canada (1 digit difference then 514-958-0000). They told me that it was not there problem if people were too stupid to tell the difference on thier call display between there number and ours. We get 20 calls a day from people calling us by accident and we get threatened and harrassed. Being in Canada we don't have much legal recourse. If you would like to complain you can call Randall L. Leshin at his office and express your concern. He is the chairman of Express Consolidated. We would love for this to stop.
If I were you, I would just change my telephone number. I am doing that right now in order to avoid these calls ... they got my number and it won't stop until I change the number. I don't have the time to fight it. In your case, you will continue to get calls from people who are angry with the spammers, but they will never believe it's not you. Just change your number and hopefully you'll sleep better.

Just called the 888 customer service number for Express Consolidation. The rep claimed that their company only does "public service announcements" (of course all telemarketing ads they do MUST be a public service), which it claims are permitted under the telemarking act. I told her to put my number on their do-not-call list and if I got any more calls from them or any of their subcontractors this recorded call would be used as evidence in a lawsuit against them for the hundreds of calls I've received over the past year or so. She promised we'd be put on the list. Lets see what happens...

Also, the rep acknowledged that Mr. Leshin is actively involved in EC's management.

I've been recieving weird calss, where when i pick up all there is is a beeping going on and off. When i pressed caller ID, most of the time if i dial *69 afterwards, it says that it doesn't know the number, but i think, when i left it on the line long enough it found out. One time it gave me this number, which is a manitoba(canada) area code
(204) 475 5341 and the other time it was (514) 958 0001. It's weird because you all say that youve been recieving recorded messages, but all ive been getting are these beeps. Can someone fill me in, these calls are coming when im asleep, in the shower, or doing other stuff, and ive nearly broken my phone out of anger.

OK, I'll start things off in "Telemarketing-Legal" with a new topic.
This topic concerns calls from Quebec 514-958-0000.
I've gotten several calls with "Quebec 514-958-0000" comming up on Caller ID.
Some of the calls have been abandoned (the caller hangs up when I answer), and some of the calls have delivered prerecorded messages. The prerecorded messages have been on behalf of Summer Bay Resort and DirecTV.
Anyone know who is billed for 514-958-0000? The areacode/exchange 514-958 appears to be in Canada, and it appears to be unassigned. But there also appear to be some businesses using this areacode/exchange.

We just called with the (514) 958 0001 number this morning-- at 5:17 this morning! Is there some other way to stop this madness?
The reason you get silence sometimes is that these companys put out more calls than they have reps to handle, thus the silence.
I called Randall Leshman and he has no idea about these calls and says he is not responsible.

I just got a call at this number about two weeks ago, on my mobile phone. I didn't answer it, as I don't want to spend my minutes (it is a prepaid phone and each minute costs me 25 cents) for people I do not know. Now, I am not sure what applies since the call is from a Canadian number, but I am pretty sure it is not legal to telemarket to mobile phones in the US.
I didn't get my phone so people could try to sell me (um, stuff).

Within this topic are numerous incorrect and inaccurate posts regarding Express Consolidation and Randall Leshin. Specifically, users are stating that Express Consolidation and Randall Leshin are responsible for pre-recorded telemarketing calls using the Caller ID display 514-958-0000. This is absolutely incorrect. Express Consolidation has been recognized by the State of Florida as a not-for-profit corporation since October 12th, 2000. We are an IRS 501©(3) organization, which conducts educational and assistance programs regarding debt management. We administer Debt Management Programs (DMP’s) for licensed attorney Randall L. Leshin, which arrange for creditors to accept reduced payments, lower interest rates, and reduce or eliminate late and over-limit fees. We partner with other non-profit organizations, schools, courts, and area merchants in an effort to provide financial education and assistance to the local community. Express Consolidation is also a member of the American Association of Debt Management Organizations and the Better Business Bureau. Users on this message board are complaining of receiving calls selling things such as satellite TV and vacations. These calls have no connection whatsoever to Express Consolidation. In addition, there are several posts that reference a citation that was issued to Express Consolidation by the FCC. This is also inaccurate information. The citation being referred to was issued in error and has since been rescinded. It is no longer available on the FCC website.
As people receive calls from this number, they are searching the internet and finding information regarding Express Consolidation and Randall Leshin. This is leading to numerous phone calls to Express Consolidation and Randall Leshin when in fact we have nothing to do with these calls. What’s worse, this information is self sustaining, as new users assume the old information is correct and then add to it. While we can certainly understand your frustation with receiving these calls, please be assured that Express Consolidation and Randall Leshin are NOT responsible.

I also have been geting calls from 514-958-0000. Here's a transcript of the pre-recorded message:
"Hello. This is Charity at the mortgage interest rate reduction department. Please call our processing department at 888-606-2272. Again 888-606-2272. Processing hours are from 8am to 6pm Pacific Standard time. Thank you."
I cannot comment on the connection between this number and Express Consolidation but they are clearly not public service calls.
A borderline legal tactic that you can use is to fax them at their 888 number and set the fax machine to redial on failed attempts. The fax should contain a brief statement that you are not interested in doing business with their company and demand that they stop calling your number. I initially set the number of attempts at 10 and double it each time that they call me again. This ties up their people and equipment plus I believe that they are charged a small fee for each call that they receive. These fees can add up with lots of calls.
The redial cycle time on my machine is 90 seconds, i.e. 40 calls per hour. In one case I ended up faxing a company from 7am to 11 pm for two sucessive days while I was out of town before they got the message. That's 1280 calls. Even at a nickle per call, which I am led to believe is way low, their charges were $64. Note that by starting at a low redial attempt value and increasing it when they keep calling, you can justify your actions should it somehow come back against you, i.e. you assumed that they hadn't gotten your message before.

Finally, some useful information. The prerecorded message you received was a telephone solicitation in violation of the Telephone Consumer Protection Act (TCPA). There are probably 3 separate entities involved in this call. One company makes the calls and puts 514-958-0000 on Caller ID. One company fields the inbound calls at 888-606-2272 and tries to sell you mortgage services of yet another company. You can sue the company that made the call, the company that takes your inbound call, and the mortgage company that they transfer you to.
The only connection between your call and calls that are made on behalf of Express Consolidation is that the same company is making both calls and putting 514-958-0000 on the Caller ID.
I'd suggest calling 888-606-2272 and pretending to be very interested in what they have to offer. Give them a bunch of fake information about your high interest rate and expensive house that is half paid off already. Be nice to them. If they think that they can sell you on their services, then they will give you the information that you need to feel comfortable doing business with them - like a REAL company name, an address, a www site, a call-back number, a listing in the BBB, etcetera. Once you have enough information on all the players, you can sue them...

I have also spoken with several people at the phone company and the police department, of course it's out of their jurisdiction. Is it possible to actually trace a number (like in the movies) or is this *57 all we've got? Surely these people are in violation of some federal laws. I have'nt been able to contact the FCC either. These people are really beginning to upset me. They call early morning hours and wake my children up. I called the 888 number that I've seen others post today and some dude rambled on about giving me a mortgage rate of 1%. When I told him I already had it at 4.5% he said that's really good. Why would he say that if he was offering 1%? This place can't be a real business. They want your information for fraud. And since you really have no idea who it is - they can get away with it. I sent an email to FCC with my complaint. I don't think I should have to change my number and inconvenience myself. These guys really suck and if I could ever meet one of them face to face I would like to open up a 55 gallon drum of whoop A%& on them. I'm feeling your pain so you're not alone.

I have an unlisted number and had rareley recieved these types of calls. About a month and a half ago, I called Dish Network to inquire about satellite tv and rates. Since then my phone has been inundated with this crap, including the "elusive 958-0000" number. When I do pickup and get a representative, I talk to them and ask as many questions as I can, I even talked to one for about 45 minutes about feeling depressed and whatnot, then, when I have had enough, I ask to be removed from the list, they ask what my phone number is (!!??) and tell me I won't recieve anymore calls. 5 minutes later the phone will ring.... guess who? What can you do?

Since I am the one who started this thread, let me try to clarify what is going on.
Someone has the ability to make lots of prerecorded telephone solicitations in violation of the TCPA, and they have the ability to put through 514-958-0000 on Caller ID with those calls. The calls they make are on behalf of a variety of busnesses, including (but not limited to) travel companies, satellite TV companies, and debt consolidation companies.
As has been pointed out, 514-958-0000 may be "unassigned" and this number is presumably put in Caller ID so that the company physically making these calls can avoid revealing who they really are. None-the-less, I am interested in finding out who is physicall making calls that put 514-958-0000 through on Caller ID (we'll call it "the 514-958-0000 company").
It's helpful to know who is using "the 514-958-0000 company" to make calls for them, but it seems pretty unlikely to me that Express Consolidation is actually physically making calls and putting through 514-958-0000 on Caller ID. It's more likely that Express Consolidation has hired "the 514-958-0000 company" to make the calls for them.
But having said all of the above, the more we know about who "the 514-958-0000 company" is calling on behalf of, the more we know about "the 514-958-0000 company" itself, and the more likely we are to figure out who they really are...

Dear Forum readers &
To whom it may concern -
I just tried the number referred to above for myself; I found this site by googling the number, the stupid number that ends with all 0's, and so my girlfriend called the number posted and referred to above and asked them to unsubscribe our numbers. She was told that we should stop recieving calls by the end of the week (it's Tuesday, so we'll see...) and that their "organization" simply makes "public service announcements" - I don't know if she was full of it or not, but if she was being truthful then I don't know how the heck a company can make unsolicited calls that obviously no one in their right mind is interested in (unless being harassed for eternity by solicitors sounds appealing to you I suppose), and actually be classified as a "public service announcement"?!?!?
Obviously the legal actions taken against Express Consolidation, Inc. have made the people behind the "deals" offered in these calls (in my case it's just a dead line and I just get to say "hello? hello?!? HELLO!!!!????" and no one says anything) change their legal classification if they're still doing this without being prosecuted. This is largely in response to the woman who wrote about taking legal action - I'm not an attorney but I know a bit about privacy laws and these people must have figured out some way around the current laws so that they can do what they're doing, at least after having criminal charges filed against them. They have to be using some legal loophole or something, either that or no one is doing anytihng about it. However that seems a bit less likely I'd say, given the number of people who are infuriated by these non-stop calls. I myself am disabled and can barely get out of bed and must painfully reposition myself to get the phone each and every time, so I'm usually left in a rather bitter mood after I get a dead line OVER AND OVER from these most inconsiderate solicitors.
So...just thought I'd give some follow-up to calling the number that another Guest provided and what happened when we called, as well as some insight to why these people may be "getting away" with this awful stuff. I'd say the best thing to do if you're really angry and willing is to contact the men and women of congress about it, perhaps those in your own state or those in Florida where Express Consolidations, Inc. is located which would mean that it's their job to take care of harassment like that being generated from within their own state. So, just some thoughts. If we start getting 50 more calls because we tried to politely unsubscribe, as was the case with another number, then I'll post back so folks know whether or not to bother calling....

Good luck to anyone else who has or is going to call the number to unsubscribe from the "public service announcements" these people are so kind as to give you (emphasis on extreme sarcasm!). I'll be hoping that there really is a way to get these people to go away and leave me alone, what did any of us ever do to them? I'd say they've got some bad karma going around that ought to come back to kick them in the rear. Again, good luck with this and other phone spam/scam calls. The more people get flustered, the more laws there are bound to be that will hopefully be well-enforced to make sure this kind of thing doesn't remain so out of control!

Ryan
P..S. - Sorry the post is so long, these people have gotten me pretty worked up by now with their incessant persistance!!

If you are not responsible for telephone abuse why does this pop up in a GOOGLE of your scam outfit?

No new info to add except that I've begun receiving calls from this number...so far just get dead silence. Because of my work as a writer I have a tape recorder attached to my phone. If I ever get a recording or "person" I intend to record the phone call and take action as described in this board. I'm not sure if a "secret" tape recording is admissable as evidence but it's easier than taking notes.
This whole thing is doubly frustrating because I do B2B sales over the phone and thru email. Because of scammers and spammers it's becoming almost impossible to conduct legitimate business. Perhaps a grassroot effort can stop these people.
Meanwhile, here's something that has worked for me. Because I office from home, I answer even my home phone "professionally." When telemarketers call and hear a "business" answering they often gasp and hang up. If they do start their spiel, I interrupt and say: "This is a business line." 99% of the time they hang up immediately. Worth a try.
